Understanding child themes

Hiya,
I’m going to be creating a wordpress website for a business. I’m looking for some advice please on where to start after sorting out the domain and hosting.
Once they have an idea of which theme they want to use, it’s my understanding that i need to create a child theme for it so that i can customize it to their requirements without modifying the original theme.
Can i choose any free theme and create a child theme for it? Are there any limitations?

Can i choose any free theme and create a child theme for it?
On WordPress.com, you can create a child theme using any of our themes with a version available for self-hosted WordPress installations (WordPress.org):
https://cloudup.com/cC11BFSl_G3
This option is displayed at the very bottom of theme information pages like Twenty Seventeen:
https://wordpress.com/theme/twentyseventeen
You also have the option to purchase a WordPress theme from elsewhere and use that to create your child theme.
