Understanding fees for themes and subscriptions

Hi! I’m new to WP.com and I want to be clear about their fees. I see that I can sign up for a FREE account but by domain will include ‘wordpress.com’. So then I’m looking at subscription fees which makes sense. However, I don’t know is if all of their themes, free or ‘premium’, are all accessible to me regardless of what plan I’m paying for. If I’m a premium customer do I still have to pay for a theme that has a listed price on it?

Your WordPress.com blog comes with a free address, like example.wordpress.com. You can get rid of the .wordpress.com part and use a custom domain name instead, like example.com. Adding a custom domain name is a paid upgrade; there is more information about it here:

We offer two types of theme: free and premium. Free are available to everyone regardless of which plan they are using. Premium themes need to be purchased if you are using these plans: Free, Personal or Premium.
The Business plan gives you access to unlimited premium themes at no extra cost.

If you own a domain registered with another registrar, you can map that domain to your WordPress.com site with a Domain Mapping upgrade.
You will need an upgraded WordPress.com plan on your site in order to map a domain. This guide explains the process:

The Personal plan would enable you do this, yes.
