unicode/special character problem

Hi I have a website that is displaying random A’s in all my posts. I have tried changing the coding in the database and adding the necessary code to wp-config but these characters are still displaying everywhere. What can I do to get this to display correctly? This is an old wordpress page that was recently updated and I believe this happened after a page restore. i keep trying to set it to utf-8 but i only see utf-8mb something.
