Unique Site Title and Tagline for Each Page URL

I am using WordPress for a business web site and have had a search engine optimization analysis (SEO) performed on my WordPress site. I have a few questions about what capabilities WordPress for me to implement some of the recommendations outlined in the SEO analysis.
In Customizer there are fields to define the Site Title and Tagline. Is it possible to have separate Titles and Tagline for each page URL? It appears that Site Title and Tagline cannot be defined per page URL.
In the page editor toolbar there is a dropdown that allows selection of “paragraph” or “Heading 1 to 6”. I have paragraph selected for the text content on all of my pages. The SEO analysis shows that my Heading 1 and Heading 2 tags all default to my Site Tile and Tagline as defined in Customizer. Is this because I have assigned no text on my pages to Header 1 or Header 2?
Is it possible to define what WordPress will assign for my Meta Descriptions? The current meta descriptions for each page URL come straight from the page text content.

Not quite. You give each page a title when you publish it, and that title then appears with the blog title in the site header. For example, here is the html header for my site’s about page:
<title>About Hammers… | if all else fails…use a hammer</title>However, you cannot specify a different tagline for each page.

h1 to h6 tags are for different hierarchies of headings. On any website the title and tagline are typically h1 and h2, no matter whether or not you use those heading in the content as well. I’m afraid I don’t know enough to advise you whether it’s good practice or not to use h1 and h2 headings in content as well.

Not that I know of.
You should be aware that WordPress.com’s SEO is quite good. Many of the SEO checkers out there exist mainly as a way for the particular company to convince you to use their plugin rather than what you’re using now, so they’ll find fault with the best websites there are if it will convince the website owners to buy their product. I hesitate to call it a scam, but if you get right down to it that’s what it is, so don’t place too much stock in analyses like that.
