  no – upgrades are for a single blog only – not account or multiple blogs

  So even when I buy unlimited themes, I still have to purchase the same theme twice when I want to use it on different blogs?

  That offer was a one day offer which has expired. It was available only to those who purchased a premium upgrade and accepted that unlimited themes offer on Black Friday – period. The offer not longer exists.
