Unused blog URL

Hi everyone, I was trying to use a URL and it says it’s in use but when I looked up the wordpress.com site, it says ‘Nothing Found’ on the home page and the About section just says that this is an example of a page. I’m very confused as to whether this URL is actually taken as a blog. Does anyone know how I can get access to this URL?
The blog I need help with is: (visible only to logged in users)

There is no expiration date on any on .wordpress.com blog urls unused, reserved or otherwise.
Note that in these cases the blog’s owner rarely responds to comments or to contact information.
Moreover, Staff will not breach the privacy policy and provide you with an email address.

Then if you wish to you can register a domain via a domain mapping upgrade because it does not matter what the underlying .wordpress.com address is when you are domain mapping.

Someone else has registered that site at https://kindcloth.wordpress.com/and has yet to use it. Read what I said above please.
