Unused Blogs
-
I’ve noticed that there are a lot of blogs that don’t even have any posts that are taking up WordPress.com domains. Is there any way that we can report these blogs so that the subdomains are available to use on new blogs?
Thanks,

There is no time limit on using a WordPress.com site.
From the Support doc http://en.support.wordpress.com/recycling-blog-names/
While we do have the right to reclaim or delete a blog/address for any reason, under our Terms of Service, we very rarely exercise this power and will not use this power to reclaim names of any currently active or deleted sites.
If you find that an active blog address is registered by another user, you may be able to obtain it for your use if the owner of the blog agrees to transfer it to you. You may contact the blog owner – via a comment on their site or through a contact form, if available – to ask for their consent. If you do not get permission, or do not hear back from the blog owner, we cannot transfer the blog address to you.

Aside from the support docs we also a have Tag search > https://en.forums.wordpress.com/tags/unused-blogs
Note 1: WordPress.com sells domains and domain mapping upgrades. you do comprehend that right?
Note 2: When we register a username account the matching blog is reserved for our future use. It cannot be obtained by anyone other than the person who has registered the matching username account.
