Upgrading to the Business Plan won’t give you more traffic. The only way to get more people to visit your site is to promote the site more effectively. Only you can do that, but we have some tips here that might help:

Hello again, while there’s no pop-up available (pop-ups can be annoying), you can embed a FB Page widget in a sidebar or footer area of your site. Have a look at those social tools I linked to previously, specifically the Facebook integration page: https://en.support.wordpress.com/facebook-integration/

Have you thought about adding a “call to action” button on your site’s front page? https://en.support.wordpress.com/beginning-html/how-to-make-a-call-to-action-button/

If you have your heart set on using that plugin on your WordPressdotcom site, then you would need to upgrade to the Business plan to do so, but that has nothing to do with building traffic on your site, as others have mentioned in this thread.
