  Can I upgrade to business? I’m currently subscribed as a premium user. Do I need to pay the full 199 or can I just bump up and pay the difference?

  Sure! The actual price of Business is $299, so since you purchased Premium you can upgrade for $199. You can find that when you go into your Store in your Dashboard as seen here:
