I assume you’re referring to the WordAds application for your site.
There is a minimum traffic requirement that your site must meet before it can be approved for WordAds, and your site does not have the required amount of traffic yet. Once you reach the required traffic level your application will be approved automatically.
You can also be approved immediately by purchasing a Jetpack Premium or Professional plan:

It might be a good idea to first confirm exactly what someone is asking about before sending them away.
