updated verison of wordpress

Hi,
I wanted to see how I can update my wordpress website and looking at add the Yoast plugin and I don’t see it as an option on my dashboard for the free downloadable verison.
The blog I need help with is: (visible only to logged in users)

Here, at wordpress.COM our Staff do all version upgrades for us users, and they are done 1 month before they are released to wordpress.ORG users.If you are reading anything other than the relevant support documentation here http://support.wordpress.com that applies to all wordpress.COM hosted blogs like your site then toss it away as it does not apply to your site.

We have never had that ability. You are confusing wordpress.COM hosted blogs and wordpress.ORG installs on paid hosting.
Blogger installed plugin capability does not exist on WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality. Our wordpress.com blogs have some built-in plugins http://en.support.wordpress.com/plugins/
For blogger installed plugin capability, you’d need a self-hosted WordPress.ORG software install running on a paid web hosting service.
