Hi there,
That is a site that we do not provide support for as it is not hosted by wordpress.com and our support docs do not apply to it. You are posting to the wrong support forum to get help with that site.
WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. Read the differences here http://en.support.wordpress.com/com-vs-org/
If you don’t have a username account at WordPress.ORG account, then click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, https://wordpress.org/support/register.php so you can post to the support forums there.
Resetting your WordPress.ORG password http://codex.wordpress.org/Resetting_Your_Password
WordPress.org support docs are at https://codex.wordpress.org/Main_Page -
Currently you have a plain html site – so the suggestion above to seek help at WordPress.ORG is not relevant since you are not using WordPress.ORG software
If you want to use “WordPress” to update your site, you have two options.
Install the WordPress.ORG software on your existing site
Use domain mapping to enable you to use a site here with your existing domain name
Either way you would need to migrate the contents – no shortcuts to glory on the migration – would be a copy and paste then move the images, pdf files etc.
see the link above for .ORG vs. .COM for some things to think about
