updating with administration panel

I have started a blog with WordPress and here is the link https://sumablog.wordpress.com/.
I opened my account normally. I did not had an idea that i have to start it with administration panel. Now i want to make some edits to my blog and create categorizes as well. I tried doing it and got to know that i can’t to do with my normal account. How to upgrade my account to administration panel now? what are the steps or the technical team of the WordPress can only do it? if that is the case whom should i contact.
I don’t even know what is my version.To know version do i have to download WordPress on desktop?

You may add categories to posts with a free account. No upgrade is required. Where did you read that an upgrade is required?

WordPress.com sites all have the same version applied. It can’t be changed. It sounds like you’ve been reading WordPress.org support pages or forum threads. WordPress.org and WordPress.com are different.
