We purchased a premium upgrade on the 20th of September and have never received the upgrade. It was paid by paypal .

It looks like your above site is using the standalone WP software and is not hosted here on WordPressdotcom.
If you purchased a Premium upgrade here for a site hosted elsewhere, the person who purchased the upgrade would see it in their Manage Purchases dashboard at https://wordpress.com/purchases where you can also initiate a refund. https://en.support.wordpress.com/refunds/

@justjennifer is correct – The only site under your account is a self-hosted site and there are no signs of a processed payment for a premium upgrade. Is there a different account in which the purchase was made under?
If so, please have the owner of the upgrade post in this thread and I’ll be happy to look further into the issue for you.
