  I am not wanting an upgrade but want to add the Elementor Website Builder plugin. It says I need to upgrade my plan though and I cannot do that.

  In order to install a third-party plugin (that is Elementor), You need to purchase a Business or eCommerce plan for your wordpress.com site.
