I am creating a site for my boss and he doesnt like to pay online. Can he call to upgrade his account with a credit card over the phone?

No that is not possible.
I suggest that your boss registers a username account and account and a site so he owns the site,. and you don’t.
He will need one of the following to pay for upgrades: a debit card, a credit card or a PayPal account.
Below are the only accepted means of payment.

If for whatever reason, they have chosen to block payment from your country, you will not be able to purchase an upgrade here unless you have a source of payment outside of your country. Note: You can buy a prepaid credit card from an approved country.
In addition to major credit cards Mastercard, VISA, American Express, Discover, and PayPal https://www.paypal.com/worldwide/ WordPress.com can accept echecks and some debit cards.
The debit card must have a VISA or Mastercard symbol on it, and should work just like a credit card when selecting the VISA or Mastercard option on the payment form, even though it’s a debit card.

I suggest that your boss registers a username account and a site so he owns the site, and you don’t. Every WordPress.COM blog has a sole owner. It is the person with the WordPress.COM username account who registered the blog under that username account and a single associated email address, and who is the original Admin of the blogs registered under that username account.
Nothing related to site-administration is off-limits for Administrators, including deleting the entire site. This is why we recommend having only one administrator per blog. https://en.support.wordpress.com/user-roles/#administrator
