Your site is not hosted with WordPress.com. It is a site using the open-source WordPress software (from WordPress.org) but hosted elsewhere.
Because WordPress.com and WordPress.org are two entirely separate entities, we cannot access files or data for sites that are hosted elsewhere, so WordPress.com staff can only assist with sites that are hosted on our servers. I am aware that they are separate entities and was told from someone @ wordpress.com that it was a wordpress.org theme. I simply want to use that theme even if it means going back to wordpress.com and abandoning bluehost. If you could point me in the right direction I would appreciate it .

You don’t need an upgrade from WordPress.com to use that theme on a self-hosted WordPress.org site, just follow this guide: https://wordpress.org/support/article/using-themes/#adding-new-themes-using-the-administration-screens

I am not on wordpress.com, I am on wordpress.org and the theme I want is a paid theme not available on wordpress.org.

Cherry Framework 4 is a framework, not a theme. It’s not available here either.

Oh, I had no idea I would also need a theme to work within a specific framework. I have no idea what theme I want to use. I simply found a website design I like and wanted a similar layout. I believe I need a paid web designer.

You’ll probably be able to find an already-made theme you like without needing to hire a designer. :)
I recommend starting at https://wordpress.org/themes/ and using the “Feature Filter” button there to narrow down your choices.
All of those themes are free, and you can install them following the steps at https://wordpress.org/support/article/using-themes/#adding-new-themes-using-the-administration-screens
For paid themes, check out https://creativemarket.com/themes/wordpress and https://themeforest.net/category/wordpress
Those themes you’ll install following https://wordpress.org/support/article/using-themes/#adding-new-themes-using-the-administration-screens too, but this time with the optional step 6.
Either way though, you won’t need to do anything with WordPress.com when it comes to how you use your self-hosted WordPress.org sites like jenniferjacobs.com

I appreciate the help however I am no longer interested in a self-hosted site. I prefer to hire someone to design a site for me that knows what they’re doing.
