Upgrade back to Explorer after downgrading from Creator

I tried the Creator plan, but realized it was not what I needed so I tried to convert back to Explorer Plan. Everytime I select upgrade to Explorer plan I continue to get the following message, ‘Sorry, that plan is not compatible with this site.’
I have deleted all plug-ins and tried to rest to default site settings wherever I could but I’m starting to think there maybe something lingering on the back-end that’s preventing me from upgrading. I keep getting the same error message when trying to upgrade to Explorer no matter what I do.
Any help is greatly appreciated.
