Upgrade Custom Design function

  I have a free WordPress account and would like to add the Custom Design upgrade so that I can amend fonts, colours etc. When I clicked the ‘BUY UPGRADE’ for £20 button, I was redirected to the Upgrade now page where I was only given the option to upgrade to the premium account for £70 or Business for 210 per year. How can I purchase just the £20 Custom Design option?
