Yes, our Terms of Service apply to all blogs hosted by WordPress.com.

If your site is using the open source software that you download and install on your own or another hosting provider’s servers we have no control over it, and out terms of service don’t apply. However, your hosting provider will likely have their own terms of service as to what types of sites are allowed to be hosted on their servers.

To move to a self-hosted site you’ll need to set up a hosting account at a hosting provider like Pressable or Bluehost, and then install the WordPress software there (many hosting providers do this for you). Once that’s done you’ll also need to connect a domain to your site, and then you can export your WordPress.com site’s content, and import it to the new site.

Okay but do you know why I want to move to open source software.
It is because I am facing partiality by the service I am getting from WordPress. -
I’m not sure what you mean specifically — do you mean your site would be against our terms of service?
If so, you’ll want to be sure you fit the terms of service with your new host as well.
