Upgrade difficulties

I am currently on the free plan and i am trying to upgrade to the $96/year plan but unable to do so because (1) packages is showing to downgrade on my end (2) This upgrade is not available for jetpack site

It looks like you’re trying to upgrade a site that’s not hosted with WordPress.com.
To clear up any further confusion, there is WordPress.com and WordPress.org, and they are two different entities.
We, WordPress.com, are a cloud-based platform where we manage WordPress sites, whereas WordPress.org is stand-alone software that you can download and self-host with any other hosting.

Your site is using the WordPress.org software, and was connected to WordPress.com via a plugin called Jetpack.
You can either keep your WordPress.org site, in which case you’ll probably want to check the upgrade options with Bluehost, or you can create a site directly here, on WordPress.com, and upgrade to our Premium plan.
