Please go to the checkout page and pay only the chargeback fee:
https://wordpress.com/checkout/
After you do that, let me know and I can send you a link to pay for the domain. The domain hasn’t been cancelled, just removed from your account, which is why you cannot register it. Once you pay via the link I’ll send you, I will restore it to your account and it will work again.
