Upgrade free blog to business website

  If I start with a free blog can that be upgraded to a business website?
  I see mention of blog vs website on the different options within wordpress.com and wanted to make sure that I understood the differences. Is the only difference the content and the way it is structured, or are there other underlying differences with the way the site is setup when it is created?
