The directions lead me to “Best-in-class products for your WordPress site” and the various WordPress plans (including the $4/mo personal plan) are not on that page.

The site you list isn’t hosted at WordPress.com. You can only upgrade from a free WordPress.com site if you actually HAVE a free site hosted at WordPress.com to upgrade. You could start a site here and connect or transfer your domain to a new site and then transfer the content too.
