upgrade from business to express

  I was told below to scoll down to WordPress.com Express plan. THERE IS NOT EXPRESS LISTED on plan page. Which plan gives me access to someone building a website for me?

  ‘To upgrade from the Business plan to the WordPress.com Express plan and have WordPress.com build your website for you, you can follow these steps:

  Log into your dashboard.
  On the left side, navigate to Upgrades → Plans.
  Scroll down to the WordPress.com Express plan and click the Upgrade button below it.’

  The blog I need help with is: (visible only to logged in users)

  Hi there!

  We don’t have a plan called WordPress.com Express. I believe you’re referring to Built By WordPress.com Express, which you can check out and place an order by clicking here and choosing Built By WordPress.com Express.

  By the way, can you share the link where you found the following?
