Is it free of charge to upgrade from premium plan to business plan? And can you upgrade at any time? Thanks.

No, it’s not free of charge to upgrade from Premium to Business.

WordPress.com provides a 30-day refund on all upgrades except Domain Registrations, Domain Renewals, and Guided Transfers. The refund period for Domain Registrations and Renewals is 48 hours.
Note: It takes from 1 – 2 weeks for the refund to be received.
WordPress.com provides free blogs and hosts them free of charge. There are no bandwidth charges. All WordPress.com blogs come with 3000 megabytes (~3 GBs) of space for storing uploaded files and images. Free features are listed here https://en.wordpress.com/features/

Thank you! What about downgrading from business to premium?
After the 30 day period in which the plans are refundable, you should keep the same plan you have since downgrading it will not give you any type of a refund. But after the subscription, you could definitely downgrade to premium and pay the lesser price.
Also, since it’s billed yearly…. once you select a plan then you can’t change it until a year later? or you can change it anytime w/out a fee?
