upgrade from wordpress.com to .com $18. Where did the option go?

I was trying to change my name.wordpress.com to name.com but I can’t seem to find it any longer. All I can find is a $99 upgrade (not the $18 name change option).
The blog I need help with is: (visible only to logged in users)

According to staff, that option is no longer available for $18. It’s only available as part of the Premium (or Business) plan:
