I see your site with us used to be on our Business Plan, and you were using plugins on that site. When you install plugins on a Business Plan site, we make some changes behind the scenes to how the site works which, among other things, mean if you let your plan expire the site won’t automatically go back to the free plan, nor will the site work properly without a custom domain.
Before you’ll be able to upgrade to Premium, we’ll need to revert your site to how it was before you installed any plugins. As part of this process there is a risk that any new content added to the site since then might be lost, so please confirm if we should proceed with that.

Hi pareeksurbhi, it’s because the plan expired so the domain no longer works correctly, because as @kokkieh mentioned the downgrade is a bit trickier.
Would you like to renew your business plan and keep your site with its current customizations, or would you like us to help you revert the site as described above? Again there is some risk of data loss.

You can’t see your site, because at the moment it’s not connected to any domain. Any website needs to have a domain connected to it for someone to be able to see it, and the upgrade that used to connect your domain to your site expired and has been removed from your account.
In order to again make your site accessible at the free WordPress.com address, we first have to revert it as I explained above.

But why I cant see my blog- letmyhairdwon.wordpress.com – It says some technical errorI recently got a mail from wordpress saying that my doamin expired , but my blog is safe at the letmyhairdwon.wordpress.com

Both @kokkieh and @supernovia already explained to you why it’s not possible to view your site even at its free address (letmyhairdown.wordpress.com).
In order to view your site, we first need to revert it to its free address. As my colleagues explained there is the risk of some data loss so please confirm if we should proceed with that.
