I am the owner of the afghanrights.com i got offer from the wordpress team to upgrade my site for a few months 18 dollars but actully i was out of the country cant get through in now it cost me 99 dollars i cant effort it i am student and i iam fighting for innocent children from war and rights for women and people i am working in my site and rise my voice for the people i would really appreciate it your help to get the same cost for upgrade my site 18 dollars i am working more than 5years in my site really appreciate it .

In the business world, your personal circumstances are irrelevant so be clear on that.
There is no domain mapping upgrade for afghanrights.com.

https://en.support.wordpress.com/domains/domain-expiration/#domain-releasedIf you fail to renew prior to expiry then you no longer own the URL. The domain name registrar owns it and can sell it to whoever they want for whatever price they choose to set.
As the domain URL is still available you can buy it and a domain mapping upgrade again.

Every WordPress.COM blog has a sole owner. It is the person with the WordPress.COM username account who registered the blog under that username account and a single associated email address, and who is the original Admin of the blogs registered under that username account.
You must be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard and purchase upgrades at > Dashboard> Store > My Upgrades
