  Hello. My question is about the upgrade fee. Is 99 USD one time payment? Or does it will be required each year? Or is it any other way?

  The $99 fee for WordPress.com Premium is an annual payment, you would have to pay it every year. Is that the upgrade you’re referring to?

  The only other $99 fee on the menu is Guided Transfer — that’s a one-time payment.
