upgrade to have disclaimer page and paywall for subscribers

I need to have a disclaimer page and a paywall page for people to subscribe to my blog, will this upgrade allow me to have this option?
The blog I need help with is: (visible only to logged in users)

We can create a disclaimer and post is on a static page – no upgrade required. There is no upgrade you can purchase that changes anything at all stated here > http://support.wordpress.com/com-vs-org/
WordPress.com free hosted blogs cannot be equipped for ecommerce transactions via shopping carts. You can only use a contact form only for the sale of items your yourself create and/or services that you yourself provide http://en.support.wordpress.com/contact-form/ and/or a PayPal donation button on a free hosted WordPress.com blog http://en.support.wordpress.com/paypal/
If you do require an ecommerce site, online store, shopping cart, advertising and/or affiliate links you can hire a web host and get a free software install from http://wordpress.org Refer to > http://support.wordpress.com/com-vs-org/
