  You cannot purchase any upgrade for any blog that is not hosted by WordPress.COM. if you are referring to purchasing an upgrade for a WordPress.COM hosted blog then what is the URL for it starting with http:// ?

  so if I have a WS that is hosted by another company, and I want to add a blog, I can’t use wordpress (already have basic account) or upgrade to premium?

  No. I repeat that all of the upgrades offered by WordPress.com can be purchased only for and applied only to WordPress.com hosted blogs and to no others.

  You can add a blog using the WordPress.ORG software (free) – most web sites / hosts have a one button install – read the links from @TT above then make friends over at WordPress.ORG for more help

  You can also add just a blog by domain mapping a blog here as a sub-domain – but that requires a blog here for that as explained above
