Upgrade to premium – can you install plugins

I’m a bit new to this. I started with free hosting then paid to drop the wordpress bit from the blog name. Today I upgrade to premium because I thought I would have access to plugins – particularly want to install one that I can convert posts to pages.
The plugin option isn’t appearing on the admin menu bar. It’s showing that I’ve got the extra storage space but I can’t seem to find out how to get the plugin option.
Or do I need a site that is hosted by a third party to get this option.
All very confusing… Can someone help?

Since you have a WordPress.com hosted blog you have access to the most popular plugins listed here:
https://en.support.wordpress.com/plugins/
There is no plugins tab for WordPress.com sites. The plugins tab you are referring to only exists for WordPress.org sites. For more information on the differences between WordPress.com and WordPress.org click on the link below:

To my knowledge there isn’t a way to convert posts to pages or vice versa other than doing it manually.

Thanks so much for responding so quickly. I was beginning to think that was the case which is a bit annoying because I don’t have the skills to self-host but there’s a couple of plugins that would have useful. Oh well.
I’ll have to think about whether the $130 a year is worth it for our little blog :)
Again, appreciate your quick and comprehensive response – I was going cross-eyed trying to find the info myself!
