Upgrade Unavailable

I’ve been struggling to add Plugins to my blog and I’m wondering if it is because I haven’t upgrades to Premium? My friend has plugins on her wordpress.com dashboard and I don’t. Do I need to download Premium to have plugins? And if so, how can I download it if it says upgrade unavailable. I have also seen responses that say I need to down wordpress.org but when I try to do that I unzip the file and nothing happens.

The blog I need help with is: (visible only to logged in users)

This is not an upgrade issue at all. There is no FTP access and no blogger installed plugin capability on any free hosted WordPress.com blogs.

See here for a full comparison WordPress.com vs. WordPress.org

Not true. If she has plugins then she has a WordPress.ORG install.

There is no upgrade you can purchase here that provides FTP access and the ability to install plugins and or any third party themes.
If you want FTP access and to install plugins or third party themes into a site then you will have to hire a web host http://wordpress.org/hosting/ and set up your own WordPress.org install.
