"Upgrade Unavailable" for Guided Transfer?

I’m trying to transfer my wordpress.com blog to wordpress.org, but in the Store, I am told “Upgrade unavailable” for my blog… Why is this? Do I need to change certain settings?

Hi there, could you please clarify for which site you’re trying to purchase a Guided Transfer?
To purchase a Guided Transfer, you would need to switch your theme from a premium to a free one, and also switch your fonts back to the theme’s default fonts through your Customizer.
If you need further help, just let me know which site you’re referring to and I’ll be glad to take a closer look.
