Upgraded Account- no new features

I upgraded my account to the $99 a year with the free domain- which is the only thing I received. I can’t add new themes or plug ins or anything that should be available with my new upgrade.
I have 2 other blogs on this account that I did not upgrade and one I cannot delete because I no longer have access to the email.
Should I just have started another account or is there something that can be done with this one? I would like access to downloadable themes and plugins.
Please help!

Despite the similar name, WordPress.com Premium doesn’t include any of the Premium themes available here:
While plugins are common on self hosted WordPress sites, due to security concerns, they are not available on WordPress.com. There is more info regarding WordPress.com and plugins here:
However, we do have several built-in features that were inspired by many popular plugins. You might find what you want by searching for it at http://en.support.wordpress.com/
