Upgraded to Premium but unable to create new blog

When I create a new blog, I am directed to start a trial membership although my Account shows that I have paid $99 for annual Premium Membership on January 24, 2014

Currently, it looks like you purchased the Premium bundle for your site stewart43.wordpress.com. Premium bundles are site-specific. So, if you’re starting a new website, the Premium bundle will not be effective on that site as well. Does that make sense? So, you’re being offered the Premium bundle for your new blog. However, you don’t have to take advantage of the trial offer to start your blog.
