  If I get the personal plan and pay for a year but decide to upgrade again to the premium will I have to pay the full price for both in one year? I want to try the personal plan first but not sure how long I will use it before chaining.

  The full refund period for most purchases is 30 days, as explained here:
  https://en.support.wordpress.com/refunds/

  If you decide to upgrade to a higher level plan while on a lesser one, If you qualify for a discount that will show when you are checking out during the upgrade process.
