Hello, I am creating a site and want to upload my own theme, last time I used WordPress it was free to do this, now it’s not. I already own the custom domain name but I purchased it through GoDaddy. Is there a way to get a discount on the business plan because I already have the domain name etc. through a different host? I’m a little frustrated I would have to pay extra.

No, there are no discounts offered for WordPress.com plans currently.
If the WordPress.com Business plan seems a bit expensive for your needs, you can try setting up a self-hosted WordPress (WordPress.org) site instead. You can learn the differences between a WordPress.com site and a self-hosted WordPress (WordPress.org) site here.

Uploading a theme has never been free on WordPress.com. In fact, until May 2017 it was not even possible.
You are thinking of the open source WordPress.org software which you can download and install on your own server. That is something completely separate and different from WordPress.com
