Hello! I am looking into upgrading my blog from the free version to the Personal version $60/yr. I am concerned that I will go over teh data limit before the year is up. If this happens and I have to upgrade again before the year and $60 is up, will my balance be allotted to my upgrade?

You will need to post thousands of photos at a massive resolution in order to burn through 6GB of media storage in a year. Even if you upload audio files, you’ll need hundreds of mp3 files to use that much space.
I’ve had a site on WordPress.com for almost five years now, post photos fairly often, and haven’t even used up 200mb of space yet. If you’re smart about your media usage, and optimise your files for the web before you upload them, even the free space should last you years before you start running out.
But to answer your question, if you own one plan and then decide to upgrade to a more expensive plan, you’ll only pay the difference in cost between the plans, provided the original plan is more than two months away from expiration.
