If I upgrade from the free plan, and my URL changes, how will the old webpages link and how will my followers know I’ve changed webpages. I don’t want to lose the friends I’ve made.

The old URLs when clicked anywhere on the internet will seamlessly redirect visitors to the same content under the new URLs. You can publish a post with the new domain URL in it and tell your subscribers to subscribe to the new URLs. Or you can have Staff migrate them for you by posting both the old and new URL into a thread like this and typing modlook into the sidebar tags on the thread.

Every WordPress.COM blog has a sole owner. It is the person with the WordPress.COM username account who registered the blog under that username account and a single associated email address, and who is the original Admin of the blogs registered under that username account.
You must be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard and purchase upgrades at > Dashboard> Store > My Upgrades
