Upgrading blogs without my consent

I get this bubble at the top of my blog to finish my purchase. The problem with this is I never made a purchase. How can I get rid of this bubble? I only want the free plan for now. What happened and how can it be fixed. Did I make a purchase? If so, please cancel it.

You are seeing a message to complete your purchase because there is an upgrade in your cart:
https://wordpress.com/checkout/
How can I get rid of this bubble?
Clicking the red X will remove the plan from your cart. Once you’ve done that, you shouldn’t see the message again.
Did I make a purchase?
No, you haven’t made any purchases. An upgrade will only be added to your account if you complete the checkout process and make a payment. If you had purchased an upgrade, it would be listed on this page:
https://wordpress.com/me/purchases
However, you’ll notice it is empty :)

Clicking the X in the blue bubble will just hide the message. If you want to remove the upgrade from your cart, you will need to click the red X on the left on this page instead:
https://wordpress.com/checkout/

Yes, I can confirm it has been removed. There are now no unpurchased upgrades in your cart :)
