  If I were to upgrade to the Personal Upgrade, would I be able to upload a theme?

  The ability to upload 3rd party themes/plugins is only possible on the Business Plan (or higher) and you can see what is included in that plan and compare to our other plans here: https://wordpress.com/pricing/
