Upgrading my look and feel

So my basic site/blog is up, and it does the minimum I need.
How can I learn to create something more visually appealing, while taking advantage of themes and other design elements already available to borrow or buy – rather than reinventing the wheel? My problem isn’t lack of information, but rather finding one path to better design among the oceans of information around me.
My question is partly prompted by finding this site, created by a self-taught amateur, which makes mine look like a kindergartner’s homework. And yet – she’s not a programmer, so I doubt it was a huge technical task.
