Upgrading of my blog to 1) Premium 2) Enabling advertising

Good day,
I have used WordPress Free for the past 7 years. Recently I have changed my layout and it was found to be much more userfriendly. I now wish to ask the following questions:
1) I would like to use a plug in to create either a constantly moving banner to show adverts / commercials or else have that option in drop down format.
2) Will a basic upgrade at 4 Euros a month do or do I need to purchase the Business Upgrade at nearly 25 Euros a month?
3) Will the upgrade give me a dedicated web page name, i.e. ATC News.Blog or other and email access for that site?
Once I have upgraded, how do I proceed, download a Plug In (I have seen Meta Slider for instance would give me 16 commercial spaces) or are other steps / cost required?Many thanks for your response.

Plugins can only be used on WordPress.com as part of the Business Plan. Once upgraded, you can install almost any plugin available except for a very small list of plugins that can cause problems with the maintenance of your site.
