  I would like to upgrade my plan, however, I would like to pay it in monthly payments.

  WordPress.com provide annual billing and payment is billed at the time of purchase.

  Hello, it looks like WordPress.com only supports one year or two years payments as of now, I’d suggest to keep an eye on the official WordPress blog so if and when this option will be available you won’t miss the announcement https://en.blog.wordpress.com/
