  if i am upgrading a plan will i be charged twice i am looking at going from a personal to premium plan

  I am seeing that you have canceled and refunded your WordPress.com Personal plan. A refund of A$52.80 was issued (plan purchase minus your domain).

  It can take 7-10 business days for the refund to process depending on your bank; however, you can see a receipt in your billing history within a few minutes here: https://wordpress.com/me/purchases/billing
