  I want to be able to upload a custom theme, can this be paid for separately? Or is the premium 250 pound package the only option in doing this?

  Uploading a custom theme to your site will require a business plan. This feature cannot be paid for separately.

  WordPress.com have premium themes which are accessible at no extra cost with a premium or business plan, as many times as you’d like.
  Premium themes may also be purchased individually without a plan.
