Upgrading to a business site

  Hi
  I currently have a free WordPress hosted blog. I am wanting to develop the site further and thought about migrating the site and hosting elsewhere. If I stayed and upgraded to a premium WordPress plan, would my web developer have as much access to develop my site as he would if it was hosted elsewhere or are there any limitations around customising a Premium WordPress hosted site?
