Upgrading to WordPress Business

How can I upgrade to WordPress business? Every time I go to the purchases and click ‘upgrade my plan’ it takes me to the Jetpack plan options but it won’t load the WordPress plans.

The WordPress.com Business plan is meant for sites hosted on WordPress.com only. I see that your site at fulfilledpromise.org is a self-hosted WordPress.org site hosted by Bluehost.
There are some differences between WordPress.com and WordPress.org. If you aren’t sure about them, please check the following page that explains it: WordPress.com vs. WordPress.org.
For self-hosted sites, we have the Jetpack plans, which bring many of the WordPress.com features, like stats, email subscription/newsletter, and social sharing buttons, to self-hosted WordPress.org sites.
What’s more, you can also have peace of mind by adding Jetpack Backup, Scan, and Protect, many of which are bundled into various Jetpack plans.
So, the WordPress.com Business plan is for sites hosted by us, while Jetpack plans are for WordPress.org sites hosted elsewhere.

You can go to https://wordpress.com/pricing and choose the WordPress.com Business plan to start creating a new WordPress.com site. If you want to create a new site, you can follow the onscreen instructions that will guide you through creating a brand-new site.
On the other hand, if you want to migrate your existing site to our platform, you can purchase a Business plan here and then follow these instructions to import your entire site to WordPress.com:
If you have a website built with WordPress on another hosting provider, generally referred to as a self-hosted WordPress.org site, and want to move it to WordPress.com, use our Import Everything option.
